HENRY COUNTY RC CLUB FEBRUARY, 2013 BUSINESS MEETING MINUTES - Feb. 23, 2013



On a cold wet February morning, the following die-hard members attended the regularly scheduled business meeting: President ~ Vic Echevarria, Vice-President ~ David Mitchell, Sec. ~ J.R. Murphy,  Safety Officer ~ Julian Pugh,  WebMaster ~ Andy Ripple and faithful member Ron Hargrove.
This meeting proved to be a monumental meeting for the Club as we agreed to raise the bar on field conditions and provide for weekly mowing of the grass runway rather than depend totally on the Henry County Parks and Recreation ground crew bi-monthly mowing operations.  This action will involve investment of additional Club funds and require personal commitment from a select group of present members.  However, it is felt that we can accomplish this action within the existing budget.    
1)  Vic called the meeting to order and noted that the adverse weather would probably prevent a larger turnout of members for the end of the month February business meeting.
2)  Vic explained to the attendees that the Club is required each month to submit a written report to the Henry County Parks and Recreation Department listing the following information:  A)  The number of flying days for the month, B)  Approximate number of flyers during the month,  C)  Approximate number of non-flying spectators, D)  Any injuries to either flyers or spectators and E)  Any maintenance issues.  The Club Officers feel that in order to make this information even close to actual figures, that we implement a “Sign-In Log”  showing the name of the person, the date & time they arrive at the field, and if they are a member or visitor.  This information will then be used by Vic to substantiate the monthly report submitted to the County.  The Club Secretary will explain this information to the membership via email and the use of the “Sign-In Log” will be emplemented ASAP.  It will be located by the Pin Box for ease in use.  Watch for the log book and please use it.   
3)  Vic acknowledged that Club membership stands at 90 members as of this date.    
4)  Vic mentioned that a work day is scheduled for March 9 and said that we need to prepare an agenda of things to be accomplished that day and make the list available to members for their use in preparing for the day’s activities.  Quickly listed agenda items included:  A)  The two remaining shelter tables to be rebuilt will be taken care of on that day  B)  We will also paint other tables that day  C)  We will paint the second half of the storage container  D)  We will clean up the visitors area of the field  E)  We will spread sand on the obvious low spots within the infield and around the pilots positions F)  Weather permitting we will work on the needs of the grass runway 
5)  We addressed the Grass Runway situation and the immediate, mid-term and long term needs that exist.  The commitment to raise the level of the field will obviously be centered on maintenance, preventative maintenance and care of the grass runway realizing that this one factor is key to our future operations.  Everyone at the meeting indicated a personal commitment to caring for the grass runway and this meeting will organize this effort and provide a much improved surface for flying this season.  Presently we are in the “too wet to do all that needs to be done”  to the runway but we will be positioning the required supplies to accomplish the spring cleanup and treatment of the grass runway. 
6)  Vic authorized David Mitchell and Murphy to procure the needed sand ASAP.
7)  Vic pointed out that the recent arrival in the area of Air Force One resulted in the FAA notifying Club members via NOTAM  (Notice to Airmen) that flying activities would not be allowed from our flying field from 11:00 a.m. to 3:15 p.m. on that day.  To fully comply with this requirement in the future, the Club will upon receipt of a NOTAM from the FAA post the hours in which flying will not be allowed on a gate sign and place a second lock on the gate.   It is felt that this will be such a very limited imposition on our normal flying operations that it is not a big factor.  However, it was noted that another such visit to the ATL area is scheduled for May. 
I am quite excited about our commitment to raise the bar at the flying field this year and hereby pledge to members the full efforts of your Club Officers to make it happen.   Happy Landings......   JRM, Club Secretary
