2014 ~ RED HAWK FLYING FIELD OPERATING REGULATIONS


WELCOME TO THE HCRCC FLYING FIELD AND YOUR COPY OF THE 2014 OPERATING REGULATIONS.  Please note that the Henry County Parks and Recreation base ball program has  already begun.   Therefore, the HCRCC flight regulations listed below shall be in effect for every base ball game day. 
PREFACE  Last year during normal baseball game operations on the Red Hawk Baseball Complex diamonds, one of our model aircraft experienced a first flight failure wherein the model escaped from normal control and came to rest in the safety netting of one of the baseball diamonds.  This incident not only caused a significant problem with our relationship with the Henry County Parks and Recreation Department, (they ordered us to cease operations immediately) but caused us all to reexamine the regulations under which we operate.   It is understood by the Club Leaders that the Henry County Parks and Recreation Department leadership has the power to order us to cease flight operations anytime they see fit.  Therefore, it behooves each of us as pilots and members of the HCRC Club to make certain that we know and obey the AMA regulations and the regulations specified in the Club By-Laws which provide for the following: 
1) The southernmost limit of normal flight operations for Red Hawk Flying Field shall be the entry gate fence line.  This boundary shall be mandatory on baseball game days and the practiced goal of each pilot on all other flying days.
2)   The southernmost two pilot stations shall not be used on base ball game days. 
3)   On baseball game days when prevailing winds and normal flight operations allow, it shall be the goal of pilots to both take off and land to the north.   (Away from the ball diamonds)
4) It shall be the SOP (standard operating procedure) for all pilots to taxi to the end of the runway and take off from that point.  This will provide the maximum safety for all concerned.
5) Club pilots shall make every effort to perform maiden flights and/or flights of recently repaired aircraft with takeoff and landings to the north.
6) Instructors working with new/inexperienced pilots shall make every effort to use take-offs and landings to the north and perform their training exercises away from the southern boundary.
7) The maximum number of airplanes/helis operating in the pattern shall still be four (4) even though there are now six (6) pilot’s positions.  All pilots with airplanes/helis in the pattern are required to fly from one of the six pilot positions.  Two additional Sailplane pilots as well as pilots flying small foamy type airplanes and heli pilots may fly in addition to the four pattern airplane but may not fly in the pattern while doing so.  Therefore, a maximum of two additional planes/helis may be in the air in any combination of sail planes, helis and/or foamys and may operate from the north or south clearing area.  However, extreme caution must be exercised as the number of pilots operating at one time increases.
8) Pilots shall announce in a loud voice their intentions when:  experiencing a dead stick landing situation, entering and/or exiting the runway area for any reason, taking off or landing - announcing the direction of such action,  and any loss of normal control or violation of any existing traffic pattern limits.
9)  The only authorized locations for engine starting/run-ups are the six starting tables, the giant scale starting paved area and the engine break-in table located on the north end of the infield.
